ISLAMABAD, Pakistan — The signs were clear as Indian Prime Minister Narendra Modi stepped off a plane in Tel Aviv on Wednesday for his second visit to Israel, and the first by any Indian prime minister since his own historic trip in 2017.
Facing an arrest warrant from the International Criminal Court, he was given a red carpet welcome by Israeli Prime Minister Benjamin Netanyahu, the head of a government that is waging a war in Gaza that much of the world has condemned as genocide.
